Policy works. Just like tech. If you apply policy, it works and things go well. When you don’t, like a case “audited” on out-tech, things go wrong.

Policy came from years and years and years of experience. It’s the know-how of handling orgs and groups.

When it isn’t used things aren’t handled.

An org will get off the launching pad when every person in it has studied and knows Vol 0 OEC.

That begins it.

It doesn’t matter how long one has been around or how much policy he has read. Until he has studied Vol 0 OEC as a specific Basic Staff Hat action, he will now and then go off-policy.

Make a group!

That takes agreement. Get on-policy.
