When appointments are made to any post in HASI (FC) or HCO, the appointment is only provisional until approved and confirmed by the Executive Director. The appointment is not finally valid until so approved.

As a general rule, personnel should not be dismissed unless the dismissal is okayed by the Executive Director. If the reason for the dismissal is considered urgent or necessary for security reasons, a cable should be sent.
